Administrative law creates agencies with specific powers
authorized by the legislative representatives of the people to
accomplish most governmental work. Agencies are intended to
allow professionals to be judged by fellow professionals and
also to help alleviate the burdens on, and backlogs of, the
courts. The rules and regulations that apply to these agencies
are different than the rules that apply in regular court
proceedings. The sole purpose and duty of administrative
agencies are to protect the public from any harm as a result of
a licensee’s actions or omissions. Over 300,000 residents of the
State of Iowa hold licenses of all types, issued by a wide
variety of state agencies. Licensees comprise approximately 20%
of the entire work force of the State.

Contracts affect virtually every social arrangement and
connection in our daily lives. Oral contracts are involved in
almost all of our routine activities and often become the
subject of misunderstandings and disagreements that require

required to carry out the instructions in a complex will, or
when special needs arise with children, disabled, or elderly
beneficiaries.
